Umbilical cord fell off, how long for the scab to go away?

I have a 2 week old daughter. Her umbilical cord fell off last week. There is still a scab in her belly on, when will it heal? The doctor took the scab off at her appt and it came right back. It is now bleeding a little. Is this normal?
