Could this be the blueprint for an economic recovery?

Start building prisons across America, ala McDonalds. Creating new jobs for everyone. Capture and send all enemy combatants to America and house them for indefinite sentences in those new prisons. To keep the prisons filled, offer contracts to the innocent as well as the guilty(free room and board, free medical, free internet access including sites, etc). Offer not open to American citizens, of course.
