How would you reform Child Support Enforcement? I would by...?

I would like to see auditing of the finances for the custodial parent when reasonable cause for suspicion is present. I know that this would just tax the legal system and our government even further, but I know a lot of people that spend child support money on themselves and let their kids wear hand-me-downs while they vacation in Vegas. It's not right.
